This national bidding notice was announced under the General Procurement notice advertised for this project, published in Development Business Online, edition No. IDB SU-L1061 of 07-04-2025.

The Government of Suriname has received financing from the Inter-American Development Bank (IDB), and it intends to apply

part of the proceeds to payments under the project “Labor Market Alignment to New Industries, for promoting the employability for jobseekers in Suriname”, for the Renovation of an Existing Space into the New Offices of PES at the Ministry of Health, Welfare, and Labor  at the Lalla Rookhweg 25.

The Ministry

of Health, Welfare, and Labor now invites sealed bids from eligible bidders for construction works related to the Renovation of the Public Employment Services Office: Renovation of an Existing Space into the New Offices of PES at the Ministry of Health, Welfare, and Labor at the Lalla Rookhweg 25.

Interested bidders should be able to demonstrate the following specific experience and/or capabilities:

Although this is a National Bidding Process (NCB), interested bidders from other eligible countries shall also have the option to bid. Refer to Section III of the complete Bidding Documents for the list of eligible countries.

Technical Requirements:

General Experience, Personnel and Site Equipment Required:

General Experience:

Bidders must demonstrate prior experience in construction and/or renovation of buildings and offices works.

Specific Experience:

The contractor must also demonstrate that company has the capacity to provide the following site equipment:

The construction period is six (6) months.

Bidding will be conducted through National Competitive

Bidding (NCB) procedures as specified in the Inter-American Development Bank’s Policies for Procurement of Goods and Works financed by the Inter-American Development Bank (GN-2349-15), and is open to all eligible bidders as defined in the policies.

Interested eligible bidders may obtain further information and review the bidding documents from the Ministry

of Health, Welfare, and Labor at the email address and website stated at the end of this document.

A pre-bid site visit will be held on: Friday, 17th October 2025 at 10:00 AM SRT. Location: Ministry of Health, Welfare, and Labor Lalla Rookh weg 25, Paramaribo, Suriname.

documents in English may be downloaded from the website mentioned below. The bidder may also request a digital copy by sending an email to the email address below. It is recommended to obtain the bidding documents prior to the pre-bid site visit.

All bids (three hard copies) must be delivered to

the address below latest by Monday, 10th November 2025 at 2:00 PM SRT . Electronic bid submission shall be allowed via the email also stated below.

Bids will be opened on Monday, 10th November 2025 at 2:15 PM SRT  in the presence of the bidders’ representatives, who choose to attend, at

the address below. Bid securing declaration is required.

Late bids will be rejected.
